In order to obtain the PhD degree, Jing Wang has submitted her thesis entitled:

 

Decoupling Policy Coherence

Rhetorical Coherence, Delivery Coherence, and Firm Innovation in China's National High-Tech Zones

 

This study distinguishes two forms of policy coherence: rhetorical coherence (RC), the alignment of local texts with central discourse, and delivery coherence (DC), the stability with which commitments reach firms. Using mixed methods across 27 China's National High-Tech Zones (2013–2023), it finds that DC predicts firm invention patents while RC does not, and effects vary by ownership. These findings call for evaluating policy by the credibility of its commitments.
