Making Cross-Sector Partnerships Work:

How Local NGOs Navigate Place, Governance, and Social Dynamics in Rural Water Access Projects in Stratified Contexts

 

Global Sustainable Development Goals (SDGs) related to water access increasingly rely on cross-sector partnerships (CSPs) for their implementation, yet how these partnerships unfold in practice varies substantially across places. This dissertation examines how civil society actors, particularly local NGOs  mediate the translation of global SDG agendas into local governance practices in marginalized rural contexts.

Drawing on an in-depth qualitative case study of the India Water Project, a decade-long CSP delivering solar-powered drinking water systems across remote rural India, the dissertation develops a relational and place-based perspective on SDG implementation. Through three interlinked articles, it shows how NGOs engage in multilevel brokering work to align global agendas, partnership arrangements, state missions, and community institutions, and how differences in this brokering help explain divergent trajectories across sites.
