Public Finance and Sustainable Development

The main focus of my research is on how sustainability finance reshapes the relationship between public finance and public governance in the formation of fiscal policies. It addresses taxation, public debt, and long-term social and pension reforms, while also examining how budgetary strategies are structured for core state functions such as defense, security, education, and healthcare within the framework of sustainable development goals.

Public Finance Governance

This subtheme investigates how global sustainability trends and the transformation of the world financial system affect public finance governance. It looks at monetary circulation, taxation, green transitions, and global crises such as pandemics, emphasizing the role of monopolies, corporations, and public–private partnerships in shaping fiscal sovereignty.

Integrity in Public Finance

This subtheme explores how corruption, weak accountability, and governance failures undermine fiscal institutions. It analyzes how ESG standards, transparency mechanisms, and anti-corruption reforms can reinforce institutional trust in public finance, particularly in areas such as defense procurement, healthcare, education, and social welfare.

Governance, Integrity and Development

My research focuses on public finance and governance, with particular attention to integrity, transparency, and accountability in public budgeting and decision-making. I study how financial and institutional mechanisms can strengthen trust, legitimacy, and sustainable development across key sectors such as education, defense, and public safety. 

I also explore the role of public–private partnerships and hybrid governance models in promoting innovation and societal resilience. My current work examines transparency and fiscal responsibility in budgeting within sectors of national importance, particularly under conditions of crisis, conflict, or transformation. 

Drawing inspiration from European and Scandinavian experiences, I aim to contribute to more open, responsible, and sustainable governance systems, supporting institutional resilience and inclusive post-crisis development. 

Recent research projects

Transparency and Integrity of Public Finances in the Defense and Security Sector of Ukraine

This project investigates the transparency and integrity of public finances in Ukraine’s defense and security sector. It examines how budgetary processes, fiscal oversight, and anti-corruption measures function under conditions of war and systemic reform. The research analyzes challenges such as secrecy of defense expenditures, risks of rent-seeking, and the need for stronger accountability mechanisms. By focusing on governance practices, institutional resilience, and international standards, the project aims to identify pathways for enhancing fiscal openness, building public trust, and ensuring that defense and security resources are allocated efficiently and responsibly.
