Public procurement law
Public Procurement Law governs EU public purchasing of goods, services, and works. This field covers EU directives, tender procedures, transparency rules, and remedies. It combines legal analysis with policy, addressing digital procurement, SME access, and sustainability in public spending worth €2+ trillion annually across EU member states.
Law and technology
Law and technology examines the intersection of legal frameworks and emerging technologies such as AI regulation, data protection, cybersecurity, blockchain governance, and digital rights.
How can we make public procurement more efficient?
Pedro has extensive experience in public procurement practice as a lawyer in Portugal and Spain and as an academic working at the intersection between law and policy. He has advised international organisations, governments, local authorities and third sector organisations in public procurement matters. Since 2016, Pedro is a member of the International Committee of the Law Society of England and Wales where he helps shaping the Society's EU and international policy.
