Pub­lic Fin­ance and Sus­tain­able De­vel­op­ment
The main fo­cus of my re­search is on how sustain­ability fin­ance re­shapes the re­la­tion­ship between pub­lic fin­ance and pub­lic gov­ernance in the form­a­tion of fisc­al policies. It ad­dresses tax­a­tion, pub­lic debt, and long-term so­cial and pen­sion re­forms, while also ex­amin­ing how budget­ary strategies are struc­tured for core state func­tions such as de­fense, se­cur­ity, edu­ca­tion, and health­care with­in the frame­work of sus­tain­able de­vel­op­ment goals.
Pub­lic Fin­ance Gov­ernance
This sub­theme in­vest­ig­ates how glob­al sustain­ability trends and the trans­formation of the world fin­an­cial sys­tem af­fect pub­lic fin­ance gov­ernance. It looks at mon­et­ary cir­cu­la­tion, tax­a­tion, green trans­itions, and glob­al crises such as pan­dem­ics, em­phas­iz­ing the role of mono­pol­ies, cor­por­a­tions, and pub­lic–private part­ner­ships in shap­ing fisc­al sov­er­eignty.
In­teg­rity in Pub­lic Fin­ance
This sub­theme ex­plores how cor­rup­tion, weak ac­count­ab­il­ity, and gov­ernance fail­ures un­der­mine fisc­al in­sti­tu­tions. It ana­lyzes how ESG stand­ards, trans­par­ency mech­an­isms, and anti-cor­rup­tion re­forms can re­in­force in­sti­tu­tion­al trust in pub­lic fin­ance, par­tic­u­larly in areas such as de­fense pro­cure­ment, health­care, edu­ca­tion, and so­cial wel­fare.

Gov­ernance, In­teg­rity and De­vel­op­ment

My research focuses on public finance and governance, with particular attention to integrity, transparency, and accountability in public budgeting and decision-making. I study how financial and institutional mechanisms can strengthen trust, legitimacy, and sustainable development across key sectors such as education, defense, and public safety. 

I also explore the role of public–private partnerships and hybrid governance models in promoting innovation and societal resilience. My current work examines transparency and fiscal responsibility in budgeting within sectors of national importance, particularly under conditions of crisis, conflict, or transformation. 

Drawing inspiration from European and Scandinavian experiences, I aim to contribute to more open, responsible, and sustainable governance systems, supporting institutional resilience and inclusive post-crisis development.

Trans­par­ency and In­teg­rity of Pub­lic Fin­ances in the De­fense and Se­cur­ity Sec­tor of Ukraine

This pro­ject in­vest­ig­ates the trans­par­ency and in­teg­rity of pub­lic fin­ances in Ukraine’s de­fense and se­cur­ity sec­tor. It ex­am­ines how budget­ary pro­cesses, fisc­al over­sight, and anti-cor­rup­tion meas­ures func­tion un­der con­di­tions of war and sys­tem­ic re­form. The re­search ana­lyzes chal­lenges such as secrecy of de­fense ex­pendit­ures, risks of rent-seek­ing, and the need for stronger ac­count­ab­il­ity mech­an­isms. By fo­cus­ing on gov­ernance prac­tices, in­sti­tu­tion­al re­si­li­ence, and in­ter­na­tion­al stand­ards, the pro­ject aims to identi­fy path­ways for en­han­cing fisc­al open­ness, build­ing pub­lic trust, and en­sur­ing that de­fense and se­cur­ity re­sources are al­loc­ated ef­fi­ciently and re­spons­ibly.
