Pub­lic Pro­cure­ment Law gov­erns EU pub­lic pur­chas­ing of goods, ser­vices, and works. This field cov­ers EU dir­ect­ives, tender pro­ced­ures, trans­par­ency rules, and rem­ed­ies. It com­bines leg­al ana­lys­is with policy, ad­dress­ing di­git­al pro­cure­ment, SME ac­cess, and sustain­ability in pub­lic spend­ing worth €2+ tril­lion an­nu­ally across EU mem­ber states.
Law and tech­no­logy
Law and tech­no­logy ex­am­ines the in­ter­sec­tion of leg­al frame­works and emer­ging tech­no­lo­gies such as AI reg­u­la­tion, data pro­tec­tion, cy­ber­se­cur­ity, block­chain gov­ernance, and di­git­al rights.

How can we make pub­lic pro­cure­ment more ef­fi­cient?

Pedro has extensive experience in public procurement practice as a lawyer in Portugal and Spain and as an academic working at the intersection between law and policy. He has advised international organisations, governments, local authorities and third sector organisations in public procurement matters. Since 2016, Pedro is a member of the International Committee of the Law Society of England and Wales where he helps shaping the Society's EU and international policy.
