SI seminar with Stephan Manning, Professor of International Business (University of Sussex)
This paper examines how small nascent emerging economy clusters, which often lack resources and branding power, can attract talent and foreign investment through multi-level governance. Based on the case of Sinos Valley in Brazil, we examine governance mechanisms that help leverage cluster resources beyond their immediate market value, by adding specificity and durability through complex alliances. Specific mechanisms include: cross-sector partnerships between local universities and private businesses; exchange programs with foreign universities and partner businesses; and alignments of career paths with cluster linkages and partnerships. Findings contribute to research on cluster governance and catch-up strategies.
