Environmental Sustainable Development in Hong Kong and the Pearl River Delta
Abstract:
The Pearl River Delta in South China has seen phenomenal growth over the last decades and with that, significant environmental impacts. Air and water quality have deteriorated, noise increased, and the provision of secure sources of food and treating waste have been tested. Hong Kong has been one of the major drivers for the growth of the PRD and in doing so has also provided some interesting role models.
Dr Frommer will outline the environmental issues for both Hong Kong and the PRD and discuss the challenges, the relevant policies, legislation and the current state of the environment. He will focus on the provision and funding of public transportation in Hong Kong, the Rail and Property model, and discuss how this model could apply to the PRD and other jurisdictions.

Dr Glenn Frommer is the Managing Partner of ESG Matters Ltd in Hong Kong. ESG Matters provides expertise on strategic environmental, social and governance issues.
From 1992 to 2013, Glenn Frommer was the Head of Corporate Sustainability for Hong Kong Mass Transit Railway Corporation Ltd (MTR). In that time he pioneered and implemented the organisational policies, strategies and programmes for environment, sustainability and CSR. His innovations to Enterprise Risk Management and stakeholder engagement, are now international best practice. He is considered by many as the father of sustainability in Hong Kong.
From 1981 to 1991 Glenn Frommer was manager of research and development at Dampa A/S Denmark. At Dampa he pioneered, invented and marketed a new type of environmentally friendly sound absorbent, the products of which are now accepted as an international standard. He was awarded the Danish State Working Environment Award in 1984. He is currently Honorary Chair of the Sustainable Development Commission for the International Association of Public Transport in Brussels.
Dr Glenn Frommer has a PhD from Stanford University in Aerospace Sciences (yes, that’s rocket science), was a Fulbright Fellow in Denmark in 1977, has published more than 75 academic papers and is a published author.
