In cooperation with Amnesty International the Center is organizing a guest lecture by Emilio Álvarez Icaza, the president of the Federal District Human Rights Commission in Mexico. The title of the lecture is
Human Rights in Mexico.

Emilio Álvarez Icaza will discuss the human rights situation in Mexico after the presidential election. There are major problems with the observation of human rights in the country. Torture, imprisonment and corruption are some of the problems highlighted in Amnesty International reports. Although the ombudsmen at national and state level receive complaints from people and after due investigation make recommendations on these issues, the problem is that the authorities are not obliged to follow the recommedations. So what can the ombudsman do? How does he cooperate with the national ombudsman? And how does he cooperate with the NGOs?

Emilio Álvarez Icaza (f. 31. marts 1965) is president of the Federal District Human Rights Commission in Mexico (Presidente de la Comisión de Derechos Humanos del Distrito Federal), that is, the ombudsman of Mexico City. He is now a civil servant but has his roots in an NGO called CENCOS (Centro Nacional de Comunicación Social). He was president of CENCOS, a human rights organization founded by his father José Álvarez - who was also well known in Mexico. Emilio Álvarez is a sociologist.
