Professor Geert Bouckaert will present his thoughts and ideas of a research agenda and vision of futures of Public Administration research. 
 
"State governance implies handling major societal challenges where expectations for effective solutions are conflicting with the willingness to create sufficient capacity, resulting in weakening effectiveness and trust. The Global Financial Crises triggered austerity programmes which added to the challenges.
 
For these reasons governments need to be a significant part of the ‘solution’, and therefore they should not be part of the problem. This requires not just a reform culture, but also a governance capacity which is correlated with the current and future problems. This should result in a complex governance system which is responsible and accountable. There are major shifts happening, however, major governance deficits are still on our agenda. This should guide our agenda for public governance research and practice”.
 
Geert Bouckaert is Professor at the KU Leuven Public Governance Institute (Faculty of Social Sciences) of the KU Leuven, Belgium, and also president of the International Institute of Administrative Sciences (IIAS). Geert Bouckaert publishes on performance management, public sector reform and financial cycles, and he has together with professor Christopher Pollitt published a number of books about reforms in an international context.
