Are public leaders and policy-makers ready to deal with uncertainty and extreme events?

In this article, the authors argue that public sector practices primarily focus on economic efficiency and thereby tend to subdue concerns for complex potentially extreme public exposures. They suggest a different leadership approach for responsive structures and capabilities to address the unique challenges of complex emergent exposures that are vast in scope and scale.
