China’s Twelfth Five-Year Development Programme: Empty Rhetoric or a New Departure?, February 10, 2012

Behind the rhetoric of China’s latest Five-Year ‘Plan’ lies serious intent. Continuity with the previous 11th Five-Year Development Programme is very evident, but the new programmatic document also contains important policy priorities. At its heart is the strategic goal of rebalancing the economy by using domestic forces to shift it towards a new growth mode. To what extent China can fulfil this target will shape the country’s future development trajectory.

Robert Ash is Professor of Economics with reference to China and Taiwan at the School of Oriental and African Studies (SOAS), University of London. He has written or edited 15 books on China, Taiwan and Hong Kong, as well as many articles, chapters and other reports and short papers. His current research focuses on China’s food security, consumption and the rise of the Chinese middle class, and the evolution of China’s macro strategy.
