Abstract:

The purpose of this study is to quantify and assess foundations’ financial support and policies for research and innovation in the EU, make a comparative analysis between EU Member States, and identify trends and the potential for future developments in this sector. The differences within the European Union, among the foundation sector, requires a methodology that would be able to generate comparative results, while at the same time allowing for some flexibility when applying. The most important lesson learnt from the FOREMAP study is that definitions only serve as a reference. As the legal and fiscal frameworks vary greatly from country to country it turned out to be difficult to come up with a single definition. Therefore national experts are required to adapt definitions to their own national context. In case of doubt, the national experts need to consult the project manager for further clarification in order to ensure that the appropriate foundations were captured in the study.In general, the study is aimed at foundations across the EU that support or operate research and/or innovation (see also FOREMAP study, page 156-158).
