What does it take to be a blocking minority in the EU?

Peter Nedergaard is publishing an article in the distinguished, international A-journal specializing in the EU integration Journal of Common Market Studies.
The article is titled: "Blocking Minorities. Networks and Meaning in the Opposition Against the Proposal for a Directive on Temporary Work in the Council of Ministers of the European Union" and is a case study of a particular case, that has been blocked by the Council of Ministers by a number of EU countries - Denmark included - for several years. The article reveals the efforts required in terms of networking and reasoning to maintain a blocking minority.
