My research is focused on public management and in particular strategic governance models in the central government and the development of these. The project is an “industrial PhD”, (erhvervs-PhD) which is established together with the consultancy company Rambøll Management Consulting, a Danish-based firm that has a special focus on public sector management and governance.
The public sector has, since the early 1980s, implemented a number of large reforms aimed at increasing the performance of the government by introducing methods and tools originating from the private sector. The implementation of such methods and tools has, however, been done without the existence of a theoretically founded governance model for how these are adapted to the strategy of the individual organization and the development of this. Due to this, the ministries appear to have developed their own unique models for governance, resting solely on a search for increased performance, rather than knowledge from academic research on strategic governance models and their use.
It is exactly this knowledge my research project is looking to develop. Research based knowledge concerning which governance models that work in a Danish public sector and the central government, as well as, which models that best fit specific sectors. Given this, my research will focus on identifying the governance models that are currently in use, and those factors and reasoning that has been instrumental in their development, with the aim of constructing a new model for how to implement, use and develop strategic governance models in the Danish public sector.
Theoretically the project draws on the views of public governance that have been labelled “New Public Management”, “Post-New Public Management” and “Neo-Weberian State”. Given the existing debate on the generic nature of this phenomenon, or lack of same, and its applicability across different countries, the project will also contribute to this discussion from a Danish point of view.
