Lecture by Dale Wen: China's Action on Climate Change and Possibility of EU-China Collaboration
Dr. Dale Jiajun Wen has worked on sustainable development issues in the last decade. She was a coordinate lead author for International Assessment of Agricultural Science and Technology for Development, called by some the IPCC of agriculture. Her current research focuses are sustainable agriculture and climate change.
This lecture will start with China's existing actions on climate change. Contrary to popular misconception in the west, China has already engaged in serious efforts to address climate change. 11th Five-Year Plan (2006-2010) implemented policies to reduce energy intensity 20% by 2010; some areas even experienced electricity black-outs in order to meet this target. China’s investments in clean energy are almost double that of the United States’; and around three times in terms of percentage of GDP.
Dr. Wen will further analyze the political situation regarding China's position in climate negotiation: how the China blame game after the Copenhagen climate summit fuels climate skepticism and is counterproductive, what are the different and often competing schools of thoughts within the country regarding climate regime, whether China's interest and negotiation position should be aligned with the US as some people are proposing etc. Finally she will share ideas why it is important for Europe and China to collaborate on climate issue and how to rebuild the trust to facilitate real collaboration.
