During the appointment period, the Ministry may appoint new members of the body of external examiners. This might take place at request from the universities or centres of higher education, based on a recommendation submitted by the Chairmen’s Committee for Second Examiners to the Ministry of Science, Technology and Innovation. In addition, persons, who are interested in appointment and who believe they are qualified to serve as external examiners, may send a written application to the Chairmanship of External Examiners. In the case of persons who have not been recommended by a university, the application for appointment will be submitted to a university department for comments, allowing the Chairmanship to make sure that the applicant has the professional background required to fill the role as an external examiner.
In connection with their recommendation, the Chairmen’s Committee will assess, for example, whether there is a need to complement the existing body with new external examiners who are in possession of special qualifications, viewed in the light of new programmes and/or new courses. Separate forms have to be filled in by external examiners for business administration programmes and for business language programmes. These forms will be submitted by the universities to the Vice Chairman of their External Examiners or their liaison examiner who will forward the recommendation to the Chairmen’s Committee. When the Chairmen’s Committee sanctions the recommendation, it will be sent to the Ministry for appointment.
