Prerequisite/progression of the course
The course is part of the service management bachelor study at the CBS. It can be followed both by students from the service management study and by other students as an elective, referring to the prevailing rules.
The students must document a level in English equal to TOEFL 575 and a level in mathematics equal to Danish level B.
Course content, structure and teaching
Course content: The course shows cultural policy in its close relation with general development of values and citizens’ self perception in pre-modern and late modern society. Culture’s role in general societal development is discussed. Cultural policy is analysed using models by for instance Peter Duelund and Harry Hillman-Chartrand. Further the course demonstrates how cultural policy has been shaped by administrative reforms in the public sector (New Public Management) and how cultural values are disseminated through political changes to a wider area of public activity.
Current issues such as globalisation, social cohesion, creative industries and cultural planning are covered. The course includes the cultural economics and politics designed for both private and public institutions in culture and sports.
It also comprises the question of financing, discussing central government support as well as local and regional support. Also principles for mixed public/private financing are included.
The aim of the course is to give the students knowledge about content and handling of the national identity and the European cultural politics and values. The students shall be able to characterise different models for cultural politics and be able to identify instruments of the different models for cultural politics. They shall be able to distinguish between formal and informal culture politics. The students shall have knowledge on the relation between culture and citizenship and on European citizenship thinking. They shall be able to formulate cultural politics related to the national, the regional and the local level. They shall know about different price setting and financing systems as well as investment decision making in culture economics.
Teaching methods:The teaching includes lectures and student presentations of course topics can be included.
Learning Objectives
In the end of this course the students should be able to:
- Demonstrate a knowledge and understanding of the central models, concepts and theories presented through the course
- Understand the methodology of various approaches to culture
- Analyse power relations in culture and Cultural Policy
- Critically assess the value and relevance of models, concepts and theories presented through the course in relation to their practical application
- Systematically analyse cultural economic and political situations with appropriate models and identify key problems
- Demonstrate the ability to understand how the cultural firm and institutions create value for their customers
- Demonstrate knowledge of the role of government and the regulatory authorities in the cultural market at different geo-political scales and understand the rationale for the existence of public sector activities in culture
- Demonstrate knowledge of market failures and how to correct for market failures
- Relate the theories, concepts and models presented in this course to others they are familiar with from other courses
- Demonstrate knowledge of cultural political instruments and their impact and of cultural mapping and planning
- Demonstrate knowledge of production and price setting systems, investment decision making and financing of cultural good.
Type of examination, exam aids and assessment
Exam form:.The final exam is a 72-hour group project. The project can be maximum 10 pages in length and the group size should be 2 - 3 students.
The project will be followed by an individual, 20 minutes oral exam, which takes its point of departure in the group project, but also natural relations to theory and models from syllabus. The individual assessment is based on a combined evaluation of the written group project and the individual oral exam.
