Public Procurement: Global Revolution IV – Conference at the University of Nottingham under the auspices of the EU-funded Asia Link programme on public procurement, April 19-20th, 2010


The conference Public Procurement: Global Revolution IV will be held on 19th-20th April 2010 at the University of Nottingham Conference Centre.
This major international conference will bring together academics and those in practice to discuss key current issues in public procurement regulation and education. The conference will be run under the EU-funded Asia Link project for developing a global academic network in public procurement regulation (see below). The conference will be attended by policy-makers, lawyers and practitioners from around the world, including from the main international organisations involved in procurement regulation, and by the world’s leading professors and researchers.
The conference will examine a wide range of topical issues through:
  • plenary sessions for all delegates;
  • a series of parallel workshops focusing on specific topics of interest to different delegates; and
  • poster presentations of current research.
The key conference themes will be:
  • Key issues and developments in EU public procurement
  • Procurement regulation in the twenty-first century: challenges and issues for practitioners in the developed and developing worlds
  • Globalisation and harmonisation in public procurement regulation
  • Procurement practice and academia: the role of universities in procurement education and reform.

Inaugural International Conference on Public Procurement Regulation in the Emerging Economies, Faculty of Law, University of Malaya, Kuala Lumpur, Malaysia, August 9th - 10th, 2010


An International Conference on "Public Procurement Regulation in the Emerging Economies" will be held on 9th - 10th August, 2010 at the Faculty of Law, University of Malaya, Kuala Lumpur, Malaysia.
Although public procurement of goods, services and civil works as a process has been around since time immemorial, research and study into public procurement regulation have yet to make headways in this region. This is to be contrasted with other countries where active research and teaching have been conducted into this very important area of regulation. This inaugural one and a half-day conference is aimed at galvanizing interest in the research, study and teaching of public procurement regulation in the ASEAN region. It will focus on a range of issues relating to the evolution of procurement laws and regulation in the region, the current status in public procurement regulation in ASEAN countries, and a review of the adequacies or otherwise of existing processes and appropriate remedies. Papers on current research being carried out on public procurement regulation will be either presented as full papers or as poster presentations.
The key conference themes are as follows:
  • Introduction to public procurement and the basic principles governing this area of the law
  • Resolution of Disputes and Remedies focusing on contractual and administrative remedies as well as judicial review
  • GPA and Developing An ASEAN arrangement/APEC Countries Inclusive of the Reform of the GPA
  • Public Procurement and Specific Sectors
  • ASEAN Country Reports on Enforcement and Remedies
The conference will bring together academics, members of the respective procurement divisions of Ministries and Government Departments in Malaysia and statutory bodies. Members of the Judiciary and the Bar and members of the AG's Chambers, those who are currently conducting research in this novel area of public law, as well as interested persons in the ASEAN region, will be invited to discuss key issues.
The conference is one of the activities under the EU Asia Inter University Network for Teaching and Research in Public Procurement Regulation of which the University of Malaya is a partner institution.

EU Asia Inter-University Network for Teaching and Research in Public Procurement Regulation

This conference is run under the auspices of the EU Asia Inter-University Network for Teaching and Research in Public Procurement Regulation, funded by the EU. The project is led by University of Nottingham (Project leader: Professor Sue Arrowsmith) and the other consortium members are Copenhagen Business School, the Central University of Finance and Economics (Beijing), Xinjiang University, and the University of Malaya. The conference is directed by Professor Sue Arrowsmith and Professor Steen Treumer. Completed outcomes of the Asia Link project that will contribute to teaching of public procurement regulation in higher education will be made available and discussed at the conference. Conferences will also be held in 2010 in Beijing and Kuala Lumpur.

International Public Procurement Forum II: Public procurement Reform and Modernization Conference at Central University of Finance and Economics (Beijing) under the auspices of the EU-funded Asia Link programme on public procurement, October 15-16th, 2010


Call for papers proposals

Following the success of the first International Public Procurement Forum (IPPF2008), CUFE now announces that it will host the 2nd International Public Procurement Forum (IPPF2010) on October15-16, 2010 in Beijing.
This grand event takes place in a time when the major international public procurement regimes including the EU Directives, WTO-GPA and UNCITRAL Model Law, have just undergone significant reform and modernization, when China is enacting two new regulations to implement the Bidding Law and the Government Procurement Law and discussing reforming both laws and tabling an improved offer for GPA accession, and in a time of global financial crisis.
This major international conference will bring together academics, policy makers and practitioners to discuss key current issues in public procurement regulation and education. The conference will be run under the EU-funded Asia Link project for developing a global academic network in public procurement regulation. Policy-makers, lawyers and practitioners from around the world, including many globally-renowned scholars as well as the international organizations involved in formulating the international standards for the procurement community, will be invited to attend the conference.
Call for paper proposals
The 2nd IPPF conference aims at exploring the boundary of public procurement regulation in the new era of procurement regulation, with a particular focus on the challenges and issues in public procurement reform and modernization and international development in developing countries/emerging economies, and the role of public procurement education in addressing these issues. We welcome paper proposals that focus on-but are not limited to:
  • Promoting teaching and research in public procurement in higher education in Asia.
  • Public Procurement reform and regulation in the twenty-first century: main challenges and general trends, and their implications for policy makers and practitioners in the developing/emerging economies;
  • Key issues and developments in public procurement reform and modernization in China and other emerging economies;
  • The experiences and aspects of reform and modernization of the major procurement systems that are particularly relevant to China and other developing countries/emerging economies;
  • Development issues under WTO and GPA, balancing the interests of developed and developing countries and the reform of the WTO GPA, the issues and challenges of accession to the GPA by developing economies;
  • Public procurement in times of crisis, including the political, economic and legal issues of public procurement as an economic stimulation tool; public procurement in the reconstruction of the disaster-stricken area;
  • Regulating public procurement in special sectors such as complex service, major system, defense\security, education, utilities and public private partnerships arrangements;
  • Sustainability and Public procurement regulation;
  • Governance issues in government procurement including anti-corruption and regulation of conflict of interests, the role of the World Bank, international regimes etc.;
  • Globalization, harmonization and international standards in public procurement regulation and issue of law transfer;
  • The interplay of public procurement law, competition law, and laws on public asset management and public finance etc.;
  • Experiences of a particular jurisdiction in enforcing a procurement system including the role of audit and other enforcement mechanisms;
  • Public procurement and institution design: the role and limits of law in procurement reform, the role of politics, centralized v.s. decentralized procurement etc.
Submissions:
Proposals and abstracts should be submitted to guof2@163.com, with "IPPF 2010" in the subject line, before March 15, 2010. Abstracts should be no longer than 200 words including paper title. Full papers shall be submitted before July 15, 2010.

继2008年成功举办首届公共采购国际论坛(IPPF2008)之后,中央财经大学将于2010年10月15-16日在北京举办第二届公共采购国际论坛(IPPF2010。
这 一学术盛会的举办正值全球主要公共采购法制刚刚经历了一次法律改革和现代化过程--包括欧盟公共采购指令、WTO政府采购协定以及联合国国际贸易法委员会 公共采购示范法在内的主要公共采购法律都得到了重大修订;同时,中国招标投标法和政府采购法实施条例立法工作也已经完成或接近尾声;新的公共采购法律改革 也正在酝酿之中;中国进入了加入WTO-GPA谈判的第四年;全球正在经历一次严重的金融危机过程------
在 本次公共采购国际会议上,公共采购学术界和实务界的精英们将汇集一堂,讨论当前公共采购法制和教育的主要问题。本次会议是欧盟资助的欧洲-亚洲公共采购法 高校合作项目下的一部分。会议将展示这一项目的主要成果,包括公共采购法的学术出版、课程建设、人材培养、科研机制建设以及全球公共采购法学者联盟网络 等,并就当前全球和中国公共采购法的改革和现代化问题展开讨论。会议将邀请来自全球的公共采购政策制定者、法律界专家以及从事公共采购实务工作的专家出席 这次会议,其中包括那些来自联合国、WTO、欧盟、世界银行等主要国际组织的高级专家以及国际知名的公共采购法教授和研究者。
论文选题的征集
第二界公共采购国际论坛旨在探索二十一世纪公共采购法的边界,尤其关注发展中国家和新兴经济体在公共采购改革和现代化以及国际化发展中所面临的挑战和问题。本次会议诚挚欢迎有识之士就以下主题(但不限于)进行选题,并提交会议论文:
  • 公共采购的学术与实践:亚洲和其他国家高等教育机构中的公共采购法教学与研究及其在公共采购改革中的作用;

  • 公共采购法与竞争法、国有资产管理法、财政法、劳动法、能源法、环境资源法等部门法的关系问题;
  • 中国公共采购法的体系、组成、诸法之间的协调与统一问题;

本 次会议是欧盟大学间公共采购法教学研究联盟网络项目的一部分。这一项目联合体的成员是中央财经大学(中国)、新疆财经大学(中国)、诺丁汉大学(英国)、 哥本哈根商学院(丹麦)、哥本哈根大学(丹麦)、马来西亚大学(马来西亚)。 本次会议由中央财经大学和新疆财经大学主办。本项目的成果将为高等教育中的公共采购法教学研究做出贡献;本次会议将提供并讨论这些成果。2010年在诺丁 汉和吉隆坡也将举办类似的会议。
