Public Private Relations research group at the CBS Law Department will focus on Public procurement and climate changes
07.12.2009
Associate Professor Christina D. Tvarnø has presented a future research project on a CBS climate conference.
The future research project will be based in the CBS Law Department research group on Public Private Relations.
The research group on Public Private Relations is working on establishing a joint research project in 2010 regarding The Law and the Public Market for Climate.
This research project will discuss and analyse how to optimize public climate actions and how to regulate the market in a climate context.
Climate should be an important part of all public projects. The Danish public sector spends more than DKK 100 billion per year on public procurement. The question is whether or not the procurement rules are designed to handle climate issue, and whether competition law can help public climate evolution or will prevent it.
The legal situation is that procurement rules govern public authorities in the creation of climate solutions. Competition law affects the market for climate solutions and prevents development. Economic conditions in the industry are affected by the legislation. The legislation must ensure that the climate is in focus when public authorities build infrastructure and buildings and in regard to public contracts in general; but is this being accomplished?
Public procurement, PPP and Climate in an educational perspective
Associate Professor Christina D. Tvarnø has presented and argued for the implementation of a climate, procurement and PPP perspective in courses and study programmes at CBS on an international conference on CSR and Climate hosted by CBS.
